The commercial lending environment remained stagnant in the second quarter of 2011. Underwriting criteria remain strict for most commercial lending products, but we have noted slight easing in underwriting standards in permanent commercial real estate financing. Overall, the business loan demand was below average as small businesses were reluctant to make major business investments. Economic uncertainties which have existed throughout the recession were amplified by the recent events - U.S. government debt crisis and S&P rating downgrade. 

Small businesses have been suffering most because of their hardship in obtaining funding for working capital. Their lines of credit were cut down or frozen, and they seem to feel almost impossible to find funding sources for business expansion. On the other hand, lenders were hesitant in investing their capital in the small and medium sized businesses as they were afraid of still unstable economy, and existing and brand new regulatory burdens. Effective policy setting and implementation is desired to minimize further disturbance.
